1. Go and put on your uniform; and
2. Develop a Vehicle Information Management System (VIMS) software that will share information with the FRSC, Police, Insurance companies, and dismantlers (ndi mgbuka).
VIMS would be the BVN for motor vehicles. With this system, if a vehicle has paid custom duties on VIMS at point of entry, inputting the Custom Certificate Number at the FRSC for vehicle registration will automatically populate the vehicle data except the name and address of the registrant.
The system will not permit the FRSC to register any vehicle that was not cleared, and proper duties collected, by custom.
VIMS will ensure that all revenues accruable to the government with respect to any motor vehicle are properly charged and collected.
VIMS will come with the following modules:
1. Customs
2. Registration
3. Insurance
4. Police
5. Dismantlers
Summary of the Custom Module
The custom module is for the use of the Custom Service. It shall be the duty of the custom service to input all data relating to any motor vehicle that comes into Nigeria. The data include the make, model, type, year and Vehicle Identification Number (VIN) of the vehicle.
When this is done, the system will automatically compute the appropriate duty payable by the importer based on the lowest market value under Kelley Blue Book (KBB).
Payment shall be by Bank card (no cash payment) and all payment are directly deposited in the appropriate government account.
The system will generate Custom Clearance Certificate which the vehicle owner will present to the FRSC during registration.
