Some would argue the point and my question to them would be “What was, and still is, as his project is still ongoing, his goal?”

Quite simply his aim is to ensure the spread and settlement of the Fulani across Nigeria in a manner that has the backing of law.
On assumption of office he lit fires wherever a stack of kindling could be found and kept his critics, and those who thought they were doing “Change” with him, confused, guessing and focused on his right hand.
Meanwhile his left hand, the Fulani herdsmen and their backers, were busy spreading mayhem across the country. All under the protection and guidance of the powers that be!
Notice how at measured times some new titbit is thrown into the public cage to get the people going and keep them distracted? 
Titbits of all sorts, tastes, and sizes. 
Dasukigate, Dieziani, Olisah Metuh, the Airforce General who was supposedly moonlighting as a septic tank banker, perhaps even Ese the poor unfortunate was even thrown in as a human story titbit. Not one of them has seen successful prosecution or whatever!
At the appropriate time an explosion like Agatu was released and now the call has gone up for action. In rides General Buhari on his white …….. cow and saves the day, sealing the project for himself and the Fulani.
The issue of grazing reserves and rights of way will now be debated hurriedly in the NASS, and passed into law as the only way of assuring peace across the troubled lands. 
Goalllllllllll!
In one fell swoop the Fulani have dipped their sword and gained land rights throughout the country.
And as usual the lawmakers from the middlebelt and south will be blinded by self, and succumb to threats and the like.
The Fulani will then have rights to settle in the grazing reserves, slowly building up said reserves into communities bigger than the communities referred to as hosts. With the backing of their Federal 

Government their colonization and settlement of the entire country will be achieved.
Buhari is not failing, it is just that YOU DO NOT UNDERSTAND HIS GOALS!
Nigerians, you are a daft lot and truly deserve what you get!
