The lies that the enemies of Nigeria, the retrogressive elements, the unproductive and backward walking agents of darkness that have held Nigeria down over the last 40 years, have continued to feed us with is that corruption is the root cause of Nigeria’s woes.
Nothing can be farther from the truth than this deliberately created fallacies designed to hoodwink gullible Nigerians and take away our focus from the root cause of our woes.
The root cause of our retrogression as a country. The root cause of the deepening extreme poverty in Nigeria-from 4 million extremely poor Nigerians in 1980 to 76million extreme poor Nigerians in 2015 and now to 87million extreme million poor Nigerians in 2018, is the CURRENT FRAUDULENT QUASI UNITARY AND BEGGARLY FISCAL AND GOVERNANCE STRUCTURE UNDER WHICH WE ARE CURRENTLY OPERATING.
If we do not fix this deep mess and stop the bleeding now, by totally RESTRUCTURING NIGERIA TO HER 1957-1966 CONSTITUTIONAL FRAMEWORK, we shall have 107million extremely poor Nigerians by 2023, irrespective of who becomes President of Nigeria.
This is not about PDP or APC. This is not about Buhari or Atiku. The core fundamental problem of Nigeria can only be sorted out when we totally overhaul this faulty/wobbly constitutional foundation and sub-structure upon which Nigeria currently stands.
LETS ME ILLUSTRATE/DEMONSTRATE THIS ASSERTION WITH NUMBERS, FACTS AND FIGURES TO DRIVE THIS TRUTH HOME INTO OUR BRAIN/MIND.
The number one goal, of the United Nation’s Sustainable Development Goals, is end to poverty in all its forms everywhere in the world.
Poverty is more than the lack of income and resources to ensure a sustainable livelihood. Its manifestations include hunger and malnutrition, limited access to education and other basic services, social discrimination and exclusion as well as the lack of participation in decision-making.
The international poverty line is $1.90/N687. And the International extreme poverty line is $1.25/N452.5. This simply means that anyone who lives on less than $1.90/N687 per day income is classified as poor, whereas anyone who lives on less than $1.25/N452.50 a day is classified as extremely poor.
In Nigeria today, we have 87million Nigerians who live in the extreme poverty baseline. The number of extreme poor Nigerians was 76million in 2015. This simply means that within 42 months we have pushed 10million Nigerians into this ugly trap hole. This also simply means that for every minute that clicks on your watch or clock handle, 6 Nigerians are pushed into the extreme poverty trap hole because of this satanic constitutional and beggarly constitutional framework that some of the Satanists who purport to lead us have refused to overhaul.
NOW BACK TO THE NUMBERS-HARD/ HONEST FACTS AND FIGURES DON’T LIES
Let’s look at the portion of the total fiscal revenues that came into the Federation Account and which was shared by the three tiers of government in 2017.
These numbers exclude the billions of dollars that was siphoned, cornered and mismanaged by the NNPC in ghost fuel consumption and subsidy underhand games. (We shall address this matter later). The opacity and fraud in our oil and gas sector over the last 40 years still ongoing till today is still one of the offshoots and symptomatic manifestation of the ills in Nigeria, occasioned by our current fraudulent constitutional, fiscal, governance and legal frameworks.
THE TOTAL REVENUES THAT WERE RECEIVED FROM SALE OF CRUDE OIL (98% of our total national exports) and which was shared by the three tiers of government in 2017 was about N2, 307,692,307,692. The FGN got about N1.2trillion. (Please kindly crosscheck these numbers independently with the Federal Ministry of Finance, CBN and Budget office). My source is from the records of the Ministry of Budget and National Planning actual budget achievement break-down.
If you divide the whole of these earnings of N2.3trillion amongst the 193,000,000 Nigerians (Population estimate for 2017) without a kobo being looted, each Nigerian will receive N32/$0.09 a day. (9 cents/day). REMEMBER THAT EXTREME POVERTY INCOME LEVEL IS $1.25/N452 income per day. The factual desk-top evaluation above clearly shows that at oil revenue per capita/per day of $0.09/N32 without a kobo looted , every Nigerian is by far deeply rooted under the extreme poverty trap hole.
Now the numbers are getting interesting. Throw into the revenue pot all the other non-oil revenue and let’s see how it pans out.
The total revenues generated into the Federation account both from oil and non-oil sources for 2017 was N5,134,615,384,615. Out of this amount the FGN got N2.67trillion.
If you divide all the fiscal revenues (both oil and non-oil revenues) shared by the three tiers of governments by the population of Nigeria, we would have total fiscal revenue per Nigerian per day as N72.88/$0.22. This amount is still way below the extreme poverty trap hole income level of $1.25/N452. This is the share of revenue per Nigerian/per day without a kobo or cent looted.
Now kindly note that in 2017, according to OPEC facts sheet, the NNPC sold crude oil worth over $34billion/N10.37trillion. HOWEVER, ONLY N2.3trillion/$7.56billion (22%) of the proceeds of this sales in 2017 entered into our Federation accounts. Till today, Nigerians do not know what happened to the bulk that got lost in transit. The quasi unitary system of government fraud we have today and the opacity we have at the NNPC/Petroleum Industry has blindsided everyone, except the privilege few who oversee this big central pot. (PLEASE STORE THIS AWAY IN YOUR MEMORY)
KINDLY ALSO NOTE that the FGN personnel obligation (wage bill of public servants) alone in 2017 gulped N1.8trillion. Which simply means that the total fiscal revenues that came into the Federation account from sale of crude oil was not even enough to pay 60% of the salaries of less than 1 million civil servants, while the rest 192million Nigerians can go to blazes.
KINDLY ALSO NOTE that the FGN borrowed N3.8trillion in 2017 to pay salaries, consumptions, profligacy of the current political class and to service interests portion of existing debts (CLEAR PONZI SCHEME- BORROWING BIGGER FROM PETER TO COVER THE DEBTS OF PAUL), the game continues until we become Venezuela (GOD FORBID)
WHAT DOES THIS BRIEF DESK-TOP ANNALYSIS REVEAL TO YOU?
The analysis above clearly show that even if we share the whole oil and non-oil revenue amongst 193million Nigerians without one kobo or cents looted, every one of us will still dwell far below the extreme poverty trap hole.
HOWEVER, THE UGLY REALITY THAT DAILY STARE US IN THE FACE IS THAT WE ARE NOT GENERATING ENOUGH PRODUCTIVITY AND REVENUES WITHIN AND EXTERNALLY TO EVEN SERVICE THE PITTANCE WE PAY FGN CIVIL SERVANTS IN ABUJA /ACROSS THE FEDERATION AND THEIR PARTNERS IN LOOTING -THE POLITICAL CLASS.
The bitter truth is that we can actually triple our national productivity and foreign exchange revenues from other sectors other than oil and gas if we truly and sincerely overhaul and restructure the fiscal, resources production and management, governance and socio-economic framework of Nigeria.
A majority of us have been brainwashed by these lazy, ignorant, wicked, unproductive and dumb rulers into believing that fiscal revenue corruption and pilfering is the root cause of our woes. No no no my brothers and sisters
The REAL CORRUPTION AND FRAUD that is destroying Nigeria today, is the current fraudulently contrived 1999 documents that we call our constitution. It is this fraudulent document and every other legal works that took cue from it that has turned us into a country of miserable jokers. A country where the most docile, clueless, mediocre, unimaginative, wicked, dishonest and fraudulent people lord it over the excellent, passionately creative, honest and inventive ones.
My prayer every day is for God to help remove the scales from our eyes and help us to collectively bay from the depth of our soul for this chain of retrogression and death- THE 1999 CONSITUTION to be thrown away and replaced with a modified variant of the CONSTITUTIONAL, FISCAL AND GOVERNANCE ARCHITECTURE THAT WE HAD BETWEEN 1957-1966. That agreement that our forebears , Nnamdi Azikiwe, Obafemi Awolowo, Ahmadu Bello, Anthony Enahoro etc. willingly and consensually executed as a codified body of law for the over 251 ethnic nations in Nigeria.
